Civil Rights Activities

Of

Dr. James W. Holley III

Negro citizens of Portsmouth, Virginia are able to meaningfully participate in many of the City’s community activities and public life as consequence of the unremitting efforts of Dr. James W. Holley III. When conciliatory failed, Dr. Holley became the co-plaintiff in the U.S. District Court, Norfolk, Virginia, against the City of Portsmouth to enjoin that City from denial of the Public Library to Negro citizens. In rendering for the plaintiffs, Judge Walter E. Hoffman asserted: “The Portsmouth Public Library must admit Negroes or close up, lock, stock and barrel. Any library operated with the public funds must serve all of the citizens regardless of race.” Subsequently, the Portsmouth Library Board announced it would comply with the court’s order and open its facilities to all residents.

Dr. Holley was also plaintiff in litigation to permit the Negro unrestricted use of the Portsmouth City Golf Course. The court ruled for the plaintiffs.

In 1963, Dr. Holley initiated action of the desegregation of Portsmouth General Hospital. In February 1964, Dr. Holley was notified, the Board of Directors of the Hospital concurred in the recommendation of the medical and dental staff that he be approved for staff membership with general dental privileges. As a result of this action, 5 Negroes, 2 dentists and 3 physicians had privileges in the hospital.

Without benefit of court or demonstrations, Dr. Holley spearheaded the desegregation of most of Portsmouth’s restaurants. This action evolved from a series of meetings with the Mayor of the City, President of the Portsmouth Chamber of Commerce and other prominent businessmen of the Portsmouth Community.

Involvement in other activities reflecting his interest in Civil Rights include the following: Consultation with the Portsmouth Chief of Police regarding the systematic exclusion of Negroes from attendance at the State Police Training School; discontinuance of a “Colored Section” in the Ledger Star, Portsmouth’s daily newspaper; protest to the Navy Department on the exclusion of Negro civilian dentist in the Tidewater celebration of the Golden Anniversary of Dental Corp, U.S. Navy; protest to the Portsmouth Tides (baseball club) for maintenance of segregated restroom in the Portsmouth stadium; served on the NAACP Committee which met on the Federal Policy of open occupancy for all property being redeveloped in Portsmouth with U.S. assistance.
